On this issue alone, Bush could win the election if he can carry Florida.

Rove is overrated but it doesn't take a genius for Bush to take the traditionalist position here. He happens to agree with Ohio. And Kerry doesn't. And you can't hardly win without taking Ohio.

Strategy indeed.
