So if Osama walks up to the Saudi embassy in Tehran tomorrow he can ask to surrender under this amnesty.

Fine by me. Then grease him up in pig fat, and conduct public cavity inspections before placing him in a cell for life.

Then have the U.S. issue a formal public apology when we accidentally bomb said cell into oblivion.
