Service-members have most of the rights of all other citizens, however they are prohibited from disparaging remarks against the President, VP, members of Congress, cabinet members, and the Governor of whichever state they happen to be in.

All other politicians are fair game, which includes 49 Governors at any particular time, and propaganda producers.
