I need some translation help. Is it possible that "twin cities" actually refers to "sister cities"?
New York City’s ten Sister Cities: Beijing,Budapest, Cairo, Jerusalem, Johannesburg, London, Madrid, Rome, SantoDomingo, and Tokyo.
Philadelphia is a sister city to Tel Aviv.

It's possible but unlikely. It's actually worded in the original Arabic as "Two Cities"
