I have no idea if terrorists are taking this into account or not, but there is no way that any attack will not mobilize a far worse and far greater response than they can deal with, world-wide.

What if they think they can hit us so hard that our ability to respond will be blunted? What if our other enemies plan to make their respective moves against us at the same time?

Just because they THINK they can hit us that hard does not mean they really can. And if they try, and fail, the consequences could lead to the end of Islam.

Their leaders are smart people. I'm certain they have thought through all of this already.

It does seem that our military is getting into position for something enormous.

I don't see how that's possible without retaliation by other nuclear powers, especially where mutual defense treaties are concerned. Other nations won't want their oil supply jeopardized any more than we do. We have some major weak spots, the exploit of which would bring us down hard, possibly to regional anarchy and civil war. It won't take as much as you may think. It's not thread material.
