Quite so.
They must know that lighting one off would incur incredibly more wrath than the Iraq war.
They want to insure enough attacks from enough directions with enough support that the USA will be terminally crippled.
All in a relatively short time.
It may be our reaction to something like this that would cause others to push their buttons. They may be counting on it as an excuse.
