It is my understanding that shortly after 911 -- in retrospect, probably as the Feds were expecting a nuke to detonate in NYC -- that GWB did put the world on notice that we would not shy away from retaliation after or in preemption of a WMD strike. It was in all the news and the media was wrongly reporting that GWB "changed" our policy; but GWB did not change U.S. policy. He simply announced existing policy loudly to the world.
Of course, this means nothing to the terrorists. And maybe nothing to the individuals of nations and perhaps even nations that are helping them, as we now see.
