IMO the cities/towns are selected due to some intel of impending potential disaster
not weather related
not population related
not due to routine vacancies
Odd thought just occurred to me - it seems like we have been focusing on the cities on the list as THE location of the "impending potential disaster". What if? What if these cities were selected because they ADJACENT to the areas that intel is pointing to as the target?
