It seems like the problem is with the agency providing the information to both President Clinton & Bush, and Congress.
Not only with the CIA, but why did the rest of the world, the UN, remain concerned regarding Iraq and WMD and carry on with the belief they had and continued to work on them? And shouldn't we be concerned that Iraq may have very well moved the weapons?
