My humble summary:
Roberts: The CIA is full of incompetency, inertia, miscommunication and institutional bias. More money and personnel will not fix this problem.

Rockefeller: I'm saddened this report only addressed the CIA role in this matter. I want to blame the President for CIA fiasco; more importantly, I want to write a report blaming Bush for forcing the CIA to give us flawed intelligence.

And I want to blame Bill Clinton for cutting our intelligence and military.

And I want to blame John Kerry, who as president will cut CIA funding even further.

Hey Mr. Rockefeller! Did this intellgence failure happen over night? It took years to rot away. Why blame Bush? Blame Clinton for neglecting our military and the CIA for eight years.

reguarding your #12, it appears to me that the dems stuck right to the plans that were in their memos that were leaked months ago. They didn't even skip a beat, they kept on track and the Republicans helped them.
