I am not agreeing with courting the illegal hispanic vote. Is it legal for illegals to vote? Why do both parties court illegals?

Illegals cannot vote, legally. Both parties aren't courting the illegals - they court those that hire them for low wages & no benefits, who then make huge contributions to politicians to protect their 'cheap' labor. Some really great patriotic employers there - only interested in increasing profits - even if it's through illegal means. A politician claiming that it's 'humane' to encourage illegal immigration is just blowing smoke.

Because both parties know some of them vote, but most importantly, they know the vast majority have friends and family here in the US that can vote legally.
