Since I assume you ask this in a Biblical context, you just may want to ask yourself what the Almighty meant when he declared, "I knew you before you were born." Can one "know" what are mere growing cells?
That is a tough question, to know some one before they are born, as in gestation or when the mind is concience.
He knows us before we are born, because He knows who those "mere cells" are, and who they will become.
