Oh, thanks for the clarification... are there other restrictions as well, for instance, religion? I became interested in the area because Samoa was in the news recently, and from what I read, Samoa is a very religious and Christian area.

The people are very "religious." Everything is closed on Sun. and virtually everyone is in church. I liken it to the sower parable, and faith vs. religion. I frequently think, "Have you ever read the book?!!" Generally, the people are very friendly, but they hate outsiders messing in their affairs and they have their own way of doing things. Supposedly the unofficial number of Mormons is now 42%, however the king's church is Free Wesleyan and is listed at 44%. The Mormons seem to be gaining rapidly as they have nicer buildings, schools and tennis courts.
