I guess we as a nation, and that includes conservative/progressives like me< are colossal enablers and are in massive denial.
But who sponsors the defense bills? Does it come down from the President or does it start with congress? I looked at US Senate website, it appears very few defense bill went through during the Clinton years.
No doubt we hear about the President bringing his budget to Congress. But Congress must pass it, and inevitably they tack on all their special interests that the President doesn't give a rip about---and then, thanks to a lack of line-item veto, the President signs it.
Point being that with Republicans in control of the House there was little excuse not to correct any shortfalls imposed by Clinton himself.

Bush the first did start the draw down. I'm not sure what your basis is for saying hat Reagan hated the military.
