Also, if the flag is fixed on a pole (and as such can not be at "half-staff"), I found that a few sources, including the American Legion, that says to either fix a black bow at the top of the pole or to put a black streamer on the top of the pole. Both are to use material near the width of the stripes on the flag, and a length the same as the flag.
This isn't in the flag code, but I've seen this displayed before. I personally have a black streamer on the top of the pole that meets the above specs.

Looked into the black ribbon. This may sound odd, but we had just replaced the old one with a new flag Memorial Day, and I was worried about black dye running all over the new flag in this hot rainy season. In hindsight, still had the old flag, and could have used it with the black ribbon.
Warned you it was odd...
