Anyone know if the 13% number the author cites for he failure rate of condoms against HIV means per year or per use?

Well, the 100% failure rates cited for other diseases wouldn't make sense on a per-use basis; on the other hand, per-year failure statistics aren't very meaningful without information about assumed frequency of contact.
