USTDA TO AWARD WASTE RECYCLING GRANT IN POLAND

WARSAW (June 28, 2004) -- The U.S. Trade and Development Agency (USTDA) announces plans to award a $352,600 grant to Metalko Sp.z.o.o. to partially fund a feasibility study on a proposed waste recycling and waste-to-energy project in Bydgoszcz, Poland. Since 1991, USTDA has provided more than $25 million in grant funding to support early project planning activities to assist Poland's development. Today's grant is an example of the agency's commitment to support Polish efforts to reduce landfill waste and greenhouse gas emissions.

The grant will be conferred in a signing ceremony on June 30, 2004, at 11:00 a.m. The event will take place at the offices of the U.S. Commercial Service in Warsaw. Mr. Ned Cabot, USTDA Regional Director for Europe, will sign the grant agreement on behalf of the U.S. Government. Mr. Janusz Olszewski, Director, will sign on behalf of Metalko Sp.z.o.o. Mr. Edgar Fulton, Commercial Counselor at the U.S. Commercial Service in Warsaw, will attend the signing ceremony.

Metalko Sp.z.o.o., a subsidiary of Polish chemical producer ZACHEM, and its partners are planning to construct a waste recycling and waste-to-energy facility at ZACHEM's plant site in Bydgoszcz, Poland. If implemented, the project would benefit ZACHEM both in terms of the heat and electricity produced by the plant, and the syngas created as a feedstock for its chemical production. In addition, the project could significantly reduce municipal landfill waste in Bydgoszcz.

The USTDA-funded feasibility study will determine the economic and technical feasibility of the plant. The U.S. contractor that is selected to perform the study will provide assessments of syngas demand, fuel availability, technologies for gasification, environmental impact and infrastructure impact. The contractor will also provide a plant conceptual design and cost estimate and a financial evaluation. In addition to the funding from the USTDA grant, Metalko Sp. z.o.o. will contribute labor and materials toward the completion of the study.

The U.S. Trade and Development Agency advances economic development and U.S. commercial interests in developing and middle-income countries. The agency funds various forms of technical assistance, feasibility studies, training, orientation visits and business workshops that support the development of a modern infrastructure and a fair and open trading environment. USTDA's strategic use of foreign assistance funds to support sound investment policy and decision-making in host countries creates an enabling environment for trade, investment and sustainable economic development. In carrying out its mission, USTDA gives emphasis to economic sectors that may benefit from U.S. exports of goods and services.

The U.S. Commercial Service is located at ul. Poznanska 2/4. For more information regarding this event, please call (+48 22) 625.43.74.
