Your right about Congress having to declaring war. However, the President can address Congress and ask for a declaration!

There is another matter. War was declared on us. I haven't read the fine print if Congress needs to do likewise? Either way, in book, the suckers like Moore, Kennedy, Pelosi etc., are traitors and should have their feet held to the fire!
