We've had a similar problem with 9mm in Afghanistan, causing some special units to be issued with .45s, usually newer designs rather than the venerable, and still quite effective, 1911A1.
Not me personally, but "we" as in the US. That's what I've read, although some of the difficulty seems to lie with the way the Afghan's dress (heavily, it gets cold up in those mountains) and perhaps the Taliban are sometimes chemically enhanced as well.
