It's a Hillary Clinton “BUSH 2004, ME 2008” fuppet you can wear to annoy liberals. (A 'fuppet' is a finger puppet). Just copy, paste and print. It should automatically printout the right size:

How do you wear it?you wear it like a ring. Print it, cut it out, staple it to the paper band. Then make the band to fit whatever finger you wish and tape or staple it again. Some folks also staple the art to a rubberband to wear on their wrists or fingers
