Yeah, looks like in this video that the guy stopped and got down on the ground before he was even touched. Hard to tell, though, I've seen suspects on COPS get sqirrley once the cuffs start going on.
He stopped and put his hands up, the perp started to get on his knees and the cop holstered his gun. Then he ran and jumped on him. then a number 4 or 5 joined him. The cop everyone is discussing came up last. all of a sudden he pulled something (nightstick, flashlight) and started hitting at what looked like his middle area. Since he was straddling his head it had to be further down. Then another cop push him to the fence and started talking to him. That's when he paced and got control of himself.
I guess the other cops had a hard time doing their job with him swinging the "flashlight"
