Cape Cod is that part of Massachusetts that sticks out into the Atlantic ocean like an upraised, bent arm. (Map here.) It is separated from the mainland by the Cape Cod Canal. Transit choices include boat, airplane and the (most popular) car. If taking the car, you'll have to cross the canal on either the Bourne Bridge or the Sagamore Bridge. Both are four-lane (two each direction) bridges with narrow lanes. Consequently, they are the choke points for traffic traveling on and off Cape, as we say.
This causes traffic back-ups that often extend 5-10 miles from the bridges as tourists and vacationers try to reach the beaches. It's a real pain in the ass. As a joke, someone printed up bogus Cape Cod Canal Tunnel permits that look like official access passes to a mythical tunnel under the canal. Those were funny, before the joke wore off (they're ubiquitous now; unfunny). The joke played on the tension and the angst from traffic delays and skewered tourists who might actually look for the tunnel that doesn't exist.
After 9/11 and the start of the Afghan War, someone printed up bogus Terrorist Hunting permits. Those were funny, too, before they were everywhere. The joke played on the tension and the angst in America and on our need and right to attack those who would attack us.
Now someone has printed up these Liberal Hunting licenses. These are not funny.
Yes, politics can be funny. Yes, politics can be stressful. But nothing is funny about shooting your political opponent. That's what they do in the Stone Age mud states our enemies come from. It is not what we do here. We vote.
If you're the one who came up with the Liberal Hunting License, you should be ashamed.

I haven't seen the term before but, in context, it appears to refer to a third-world country.
