Unless you're thinking of a different town, I believe that the actual approval was for the public call to prayer, not the praying itself...
Of course these 'kids' - children - are not barbaric; and they are not foaming-at-the-mouth extremists.
That is not the point. Would offer that while you/we have witnessed the most heinous of crimes at the hands of these people; would say that you have yet to see, any one of them, foaming-at-the-mouth. They do not do that.
No; you have seen clear eyed; cold-eyed; voice firm in it's condemnation of the victim/sacrifice of Islamic extremism; the dulled senses; motivated by hate - into an action that can only be carried out by men; who are totally indoctrinated; educated. . .practiced - into a world, where human life - be it their life - or another - simply stands as a means to an end; which in their case, means an 'end' to western civilization and the values that define it.
These school children are just the beginning of the parade of inhumanity that is first educated/practiced/indoctrinated so they may march to the orders of the Islamo-facist-terrorist.
They are children! But not for long. . .
That said, perhaps I misread your comment?
You've made the distinction very well. Here's another example. It would be like German children in 1943 playing "put the Jew in the oven" while their proud parents record it on film. These children have most likely been shown the beheading videos and taught that the butchers committing these atrocities are heroes to be emulated and celebrated.

It charges Contra Costa County's Byron Union School District with violating students' constitutional rights after a seventh-grade class used the workbook "Islam: a Simulation of Islamic History and Culture."
Among its numerous complaints, the suit says students earned grade points by playing games in which claims such as "The Holy Qur'an is God's word as revealed to Prophet Muhammed through the Archangel Gabriel" is correctly answered "truth." In another game, students are told, "Your tribe repels an attack by infidels (non-believers). Praise Allah. Gain 5 dirhams."

I have argued this very point on various different threads about "the poor little children" of Iraq and Afghanistan. The fact is that a baby demon is still a demon! These "poor little children" of today are the hijackers, suicide bombers, and foot soldiers of tomorrow. They shouldn't be pitied, or given aid. The more of those little monsters that die the better!!
