The genie is out of the bottle folks. The proper response is:

1) Missile defense to prevent the possibility of rogue states successfully launching a nuclear strike or being able to successfully conduct nuclear blackmail.

2) An often-stated policy to retaliate immediately with devastation against Axis of Evil states in the event of nuclear terrorism whether it can be proved that they were directly responsible or not.

I am not a hardcore "nuke em all" guy at all, but you've got to let them know you will defend yourself with what you have.

This issue has been the most understated problem since the fall of the Berlin Wall.

If anyone here remembers, Scientific American ran a series of articles during the early 90's authored by the "Union of Concerned Scientists".

Their premise was that the world was a MUCH more dangerous place after the fall of the Soviet Union, because of just the kinds of things that are happening now.
