after looking over the White House link all I see is more funding for programs that are already implemented and some new programs coming down the line that don't come close to what WND is writing about. This is typical World Net Daily BS. They see information and then gather an opinion and then make their opinion a sensational fact.

Well, in that case, I suggest reading the actual source material, rather than the gloss on the White House's document.
