Do you expect him to back down on his word just because the word he gave in this instance really sucks? As I recall Arnold also promised to bring fiscal responsibility to California.
A state that is flirting with default should not be creating yet more government programs and purchasing more land.
The new government lands after being paid for will require more funds in order to manage the new lands.
California should be selling land to pay off debt and reduce expenses.
