I thought that they were going to amend this thing. I am unclear on how the system works. When does the public get to see the amended bill? Before or after they approve it?

Here are the stricken parts, and it looks like they are just deleting the funding.
The Water Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002 was an initiative measure approved by the voters at the November 5, 2002, statewide general election as Proposition 50. Proposition 50, among other things, provides bond funds for acquisition of land related to protection of water supplies.This bill would appropriate $30,000,000 from Proposition 50 bond funds to the Secretary of the Resources Agency for the purposes of acquisition of land or water resources to protect water quality in the Sierra Nevada-Cascade Mountain Region.

SEC. 2. Of the funds available for the purposes of Section 79544 of the Water Code, the sum of thirty million dollars ($30,000,000) is hereby appropriated from the Water Security, Clean Drinking Water, Coastal and Beach Protection Fund of 2002, established by Section 79510 of the Water Code, to the Secretary of the Resources Agency pursuant to Section 79544 of the Water Code.
There are no added provisions, therefor nothing about local control!!!
I was also told that one of AS's sharpest legislative aids was given some language that flat out called for a supermajority of effected County Supervisors to put in as an amendment. I haven't looked yet, but will later.
This is so disheartening to have something that Sierran Supervisors have fought off for over a decade to be shoved in their locally elected faces by a Republican Governor... It's such an utter shame and inexcusable!!!

All of the deletions you note deal only with appropriations and specific dollar values.
Since they have talked often about various compromises to bring Laird and Leslie's bill together, is it possible the language just hasn't been formalized yet... but is still on its way?
I am hopeful that is the case... Otherwise, it's out and out depressing!

To the extent that voters approve new bond measures, acquisitions and capital improvements (and some grants for those purposes) could be funded through those bonds. Ongoing maintenance and operations of public lands would not be eligible expenditures of bond funds and would require funding from either the General Fund or special funds.
PROPOSED AMENDMENTS: The author proposes amendments that would do the following:
1. Define the boundaries of SNC and the six subregions that comprise it.
2. Establish a 13-member voting board, consisting of the following:
a. The Secretary of the Resources Agency, or his or her designee;3. Prohibit SNC from acquiring any real property in fee simple.
b. The Director of the Department of Finance, or his or her designee;
c. Three public members appointed by the Governor;
d. One public member appointed by the Speaker of the Assembly;
e. One public member appointed by the Senate Committee on Rules; and
f. One county supervisor for each of the six subregions.
MOTION: Do pass as amended.
