The Coastal Commission says on its home page
The California Coastal Commission's primary mission is to plan for and regulate land and water uses in the coastal zone consistent with the policies of the Coastal Act.
But they are distinctly different yet seem similar in their goals and are not cheap to operate.
The Coastal Conservancy has a staff of 65 and a current annual budget of over $185 million. Since 1976, the Conservancy has used well over $500 million to complete its projects. The Conservancy has been funded primarily by state general obligation bonds and from the state's general fund.
The Legislature created the Coastal Conservancy as a unique entity with flexible powers to serve as an intermediary among government, citizens, and the private sector in recognition that creative approaches would be needed to preserve California's coast and San Francisco Bay lands for future generations.
The Coastal Conservancy's non-regulatory, problem-solving approach complements the work of the California Coastal Commission, a distinct agency that regulates land use along the coast and issues development permits. The Coastal Conservancy also coordinates its work with the San Francisco Bay Conservation and Development Commission., an agency created to protect and enhance San Francisco Bay and encourage the responsible use of its resources.

Yes, and while the main focus is on AB2600, the conservancy bill, people are missing the other huge bureaucracy being created with AB2631, the invasive species bill. IT will be the tool de jour for property and water control.

I am new to conservancy issues this year... and other than always hearing people b*tch about the Coastal Commission and its power over construction and development (including remodeling ones home), I've never looked into the issues.
I have to agree... breeder farms for more and more programs. If this one passes... there will be another, and another. We need to turn this ship around, cuz it's headin' for one BIG Ol' Iceberg!

STAFF COMMENTS:AB 2631 would create an 11-member Invasive Species Council, to develop a statewide invasive species plan and make recommendations for review and approval by the Governor. Each of the members on the Council is a representative from a state entity. The Council is required to meet at least four times annually. The Resources Agency and the Department of Food and Agriculture would be responsible for drafting the report. Report costs would be about $300,000 and two positions. Before the report can be drafted, a comprehensive assessment of all taxa of invasive species in California and their impact on the State's economy, environment, and on health and human services is required to be completed along with a review of existing programs to identify gaps. These provisions are broadly written, and it could take years and potentially millions of dollars for the Council to fully comply. The report is due to the Legislature by January 1, 2007 and the provisions of this bill sunset on January 1, 2009. It is not likely that the work outlined in the bill would be completed by that date.
Additionally, AB 2631 would require the Invasive Species Council to appoint an advisory committee with a minimum of 15 individuals. Costs associated with the advisory committee would likely be around $40,000 to staff and provide for minimal reimbursements to participants, including travel to meetings.
AB 2631 would establish the Invasive Specie Management Fund, but does not specify its funding stream; therefore, costs associated with this bill would likely fall to the General Fund.

Absolutely. When I first got involved in this ten years ago, I could keep up fairly easy with new forestry & enviro regs. After a few years, I had to give up on the big picture and narrow my focus to specific issues. Now all I can do is warn people of the newest train wreck coming at them.
