Good question. Perhaps they don't want Clinton dragged in to testify since it was during his administration that the first known suggestion appeared that there was a link. I'd better stop this. It's beginning to sound like a democratic conspiracy to cinch Bush's defeat.

No conspiracy theory that I read. It's their own commission that wrote it and until they can give a reasonable explanation for the contradiction then all suggestions can be on the table.
