The Tomcat is very wide, the area between the engines actually creates lift. In a spin, the aircraft does not have enough stability along the long axis to naturally fall out of a spin with just forward stick and reverse rudder. You are just as likely to just invert and keep spinning, because at high alpha, the rudders control roll, rather than yaw, making them useless for spin recovery.
