Reza Rashidi, the head of Iran's Data Connection Company, said on 7 June that the judiciary will close Internet service providers (ISPs) that operate without a permit, ISNA reported. ISPs that do not filter websites or that allow international telephone calls (Internet telephony) will be closed, he added. In other words, they're cutting off the outside world in advance of the protests...

Correct. They are also trying to regain control of the young people. There have been a number of reports of increase in arrests by the "morals police".
The mullahs have let things get a bit out of hand, and now they're trying to reign things in.
I can imagine these crackdowns leading to protests.......
