To be fair, Peggy borrowed this phrase from Mark Steyn.No, Reagan used this in one of his speeches during the 80s, or even before. Peggy and Mark both got it from RR.

I'm a bit disappointed in Peggy. This article didn't move me, but it did seem a good opportunity for her to name drop. Sad, for an old speech writer.
