The 1st pervert should have done anything to fight terror during his time in office. He failed repeatedly. I don't think I need list the attacks against the U.S. he ignored during his reign.
Directly after the 9-11 ataacks it was said that clintoon was upset that it happened after he left office thus giving Mr. Bush opportunity for being a hero. Well for 8 years he d nothing but get his winkie sucked by monica and ignored the security of the U.S.

It's really rather straight forward. I don't understand your dilemma in comprehension.

Clinton was popular however he trashed the oval office and the Presidency which is something they both thought highly of so he was NOT asked to deliver a eulogy. In other words Clinton's popularity was NOT the driving factor. His legacy of trash was what prevented him from talking at the funeral. It's really quite easy to comprehend.
