Remember -- In England it is Sir Ronald Reagan, he was knighted after he left office.

He is not Sir Ronald, to be addressed as 'sir' one has to be 'dubbed' which signifies willingness to fight for the crown. Foreigners and clergy are not dubbed, and thus do not get the title 'sir'; they do get the honour however, and President Reagan certainly deserves that.
