This report is based upon a report from seismic analysis of network ALFM. ALFM happens to stand for the Research Center of Astronomy and Geophysics - Mongolia.
Now reviewing the seismic reporting from the EMSC-CSEM web site we see the following reports (note the times):

You see our ALFM the lastest report of the series. However,notice the timing and the regional view of the preceeding reports. ALFM appears to be reporting the Oaxaca Mexico earthquake, albet locationally inexact but in a broad regionally correct area (after all, seismographs are located in Mongolia). Hence because of incorrect plotting, the ALFM report places a 'phantom' earthquake off the coast of the US, while integrated into other networks and human evaluation, it actually recorded the Mexican quake. End of story, file it.
