Actually, the Hubert Oil Peak was first publicized in an article in Scientific American in March, 1998. The title of the article was "The End of Cheap Oil."

Only time will tell if the hypothesis is correct, but events since 1998 seem to be unfolding in a way that is consistent with the article. And no new large oil fields have been discovered in the interim.
