The press termed his downer dronings as his "malaise speech."

According to PBS, adviser Pat Cadell had used the word in his memo preparing for the speech, and it was THAT reference that leaked to the press and 'titled' the address.

CSPAN 2 aired Carter's malaise speech speech last night, and, since I have no life, I watched it with a morbid curiosity, and, as sink and you have noted, peanut brain never used the word.
