To muslims, yes.
But I think the reason the graphic refers to Israel as "Arab Land" is that all the countries you see on the map consider Israel to ALL belong to the Palestinians.
At least until the unifying Caliphilate arrives.
Most Palestinians are Muslim Arabs. Heck, many Arab countries don't even show Israel on their maps!
Perhaps they call it "Zionist Occupation Force", or similar.
