The Philadelphia Inquirer did worse -- it gave the horse top billing. They put the beginning of the horse story along the top of the page, followed by the Inquirer masthead, followed by the Reagan story, so the Reagan picture was on the fold
It was all over for that paper apologizing for there not being any non-minorities wanted for murder in Philly at the time
of that "wanted" spread.
