Any time we send an American anywhere in the world where he or she can be shot at, they have the right to shoot back. While it publicly condemned terrorism, France conducted a lot of business with Libya and was typically trying to play both sides.
He understood the problem with France long before most of America did.

I was in the Gulf of Sidra and less than 50 miles off their coast when the Libyan fighters where shot down. I was on the USS Forrestal, which was in close and the Nimitz was well out to sea, not even in the Gulf of Sidra. There were dozens of intercepts that day as well as the previous day. I was also stationed in Rota, Spain when we bombed Libya. The F-111 that dropped out of the formation due to engine failure was parked in my hanger until it was repaired and the flap with the Spanish government was concluded.
