In the photo, notice the white-
robed Pope is the central focus,
and that's purposeful. Bush &
wife both wear dark clothing. She
won't distract from the Pope or
the President. Wouldn't be proper.

Now at a state social event with
Berlisconi, she'll likely dress
more colorfully. Different type
of setting...festive, upbeat etc.,
not religious or political.
