That's just it. The Missouri Supreme court "ruled" that the Missouri Sec. of State (Blount)
SHOULD (key word) put the amendment banning gay marriage on the August primary ballot (when much fewer vote).
But they did not "order" him to do so. Effectively leaving it up to him. The Republicans want it on the November ballot when the turnout will be much higher. The Dem's want it on the August primary ballot.
