Alcohol is very legal, so there is no grounds for this officer to be punished for it.

The only reason that any of this even came up is because it happened in "a public park where drinking is prohibited".
If he would've been in a bar, having just one beer, or having drank said beer at his home, it wouldn't have ever come up.
