That and a Lo-Jack type system to allow the vehicles to be tracked. However it was said at the press conference that these were "professional appearing" thefts. So they might have known how to disable both a boot and a Lo-Jack type system.

Just heard on the radio that the two trucks were found parked and abandoned about 2 miles from the border. A trucker called the trucks in after spotting them in a lot of some type.
