Not that I ever expected him to end it, but I had hoped that GWB would not put much focus on the unConstitutional WOsD. There would be no need for targeting these 'kingpins' if the government had not by virtue of outlawing substances, created the huge profit margins.

I know how much damage that drugs have caused in many lives, but it is the WOsD that inflicts far more than the abuse of the substances itself.
