This is McCain's friend, right? Just kidding. Seriously though, Sampley is lucky that when he opened his jacket (assuming he did it abruptly) the Secret Service didn't treat it as a threat.

At that point a Secret Service officer told Sampley to back away from Kerry. Sampley moved about six feet away and opened his jacket to reveal a HANOI JOHN tee-shirt. If he had actually done this I suspect some guns would have been drawn on him. Unwise maneuver.
