I'm running Windows 98 and I have DirectX 9.0b

When you get the time, will you look in your system directory and tell me the size of your msimg32.dll file? I suspect that some app mistakenly replaced your win98 original with a version intended for NT. The win98 version is 53K and the NT version is only 6K.
