The fact that you phrased your question thusly tells a grat deal about your philosophy of government. It doesn't 'cost' anybody anything, unless you are thinking in the paradigm of government programs.
We are talking about a government revenue program, so yes we are thinking in the paradigm of government programs. If it doesn't generate enough revenue, the government goes further into debt. A debt that will eventually cost us all. At some point the bill comes due.
I question your conservatism. Last time I checked, conservatives were in favor of reduced government. You're a troll and you probably don't even know it. I'll add you to the list of phony big government apologists who infest this site.
I'm all for reducing the size of government, but what makes you think reducing revenue reduces the size of government? True conservatives believe in paying their bills, not cutting taxes while increasing spending and going even further into debt.

Ever even have the passing thought that when every single individual pays the tax at the same rate that government spending will have downward pressure?
If we all had to decide together, with one voice, what our singular and shared tax burdens would be....don't you think it would be less than our current burden?
Don't you think we'd handle OUR money better than someone else's money?
If it's someone else's money, sure - spend it! If it's my money, hold on - let me see if it's worth it.

But the scope of government is also at issue here, and in my opinion, a far more important issue than money. The opportunity for individual control that the income tax provides the politicians and bureaucrats is radically opposed to the concept of liberty. This is supposed to be of, by and for us, but the current system stands that concept on it's head. And in practical terms, tax court operates totally outside the realm of a just court system.

I absolutely agree that the federal governemnt spends way way way too much of our money, and they seem hellbent on spending even more at an ever increasing pace. A NRST is the best way to stop that crap at once.
