If there's another 9-11, especially with WMD, I'd suggest nuking Damascus--which would have the effect of a warning, and is quite possibly where any WMD would have been stored. It would be dramatic, but somewhat less inflammatory.

Mecca and Medina if they get the White House, or the Vatican.
