Ridge seems disturbingly unclear about where al-Quaeda cells might be operating in this country.
If I were Ridge I'd be worried about the terrorists using inland waterways and barges to move nukes or other WMD's deep into the heartland. St. Louis, Memphis, Chattanooga, Cincinatti, Louisville, etc., are all river cities. If you were a terrorist would you hit a fortified city like NY, Chicago or Washington, or somewhere off the beaten path where security isn't so enhanced? Most of the river cities have restored their riverfronts in recent years and many hold music and food festivals this time of year. Being familiar with Chattanooga, I can say that the Chattanooga Riverbend Festival in June attracts 130,000 people a day within 200 yards of the Tennessee River. It'd be pretty easy to sit out in the river on a boat or a barge and lob RPG's into the crowd.
